To help you navigate energy market fluctuations, we offer a range of purchasing strategies under our flexible frameworks, using ‘baskets’ to purchase gas and electricity from the wholesale markets on your behalf. These baskets group your energy consumption with other public sector organisations with similar risk profiles. This means your organisation gains greater purchasing power in negotiating favourable contract terms and prices with energy suppliers, that would otherwise not be available.
Our team of expert traders fully manage these baskets, actively tracking global factors that impact energy markets. They strategically hedge market price risks and opportunities by purchasing energy in advance, across multiple blocks, over an extended period. This approach mitigates the balance between price risk and opportunity associated with volatile markets, leading to potential cost savings.
Our team works with you to understand your risk tolerance, we then tailor your needs to one or a combination of baskets, based on pre-defined purchasing strategies. This allows you to take advantage of market fluctuations in a risk-managed way.
Aggregated buying gives you greater purchasing power in negotiating favourable contract terms and prices with energy suppliers, that would otherwise not be available.
Access to a dedicated energy management service* for billing and price validation, query management, customised budget and forecast reporting, energy consumption analysis and supplier liaison. (*included in our fully managed service).
Our dedicated trading team keeps a close eye on the energy markets, making informed decisions on when and how much energy to buy on your behalf. To manage price volatility, purchases are hedged over a long period of time and over multiple purchases rather than on one specific day.
We ensure full transparency of all energy trades, fees and savings throughout your contract, we will never apply any hidden fees. All trades are independently audited on a monthly basis to ensure the accuracy of records and customer assurance.

Our procurement frameworks are fully compliant with the Public Contracts Regulations 2015.
With over 70 years of combined experience, our trading team continuously invest time and resources in the strategies available to accommodate and take advantage of the changing industry and volatile energy market.
We have developed three aggregated procurement strategies, which we refer to as ‘baskets’. Each basket has a different balance of risk and opportunity.
All energy is bought in the wholesale futures market up to three years prior to delivery, giving you price security in advance of the delivery period. The strategy provides higher budget certainty and moderate market opportunity during the trading window, 12 months of pricing and no reconciliation.
Energy is bought in a mix of up to two years prior to delivery and also within-period, providing access to a window of short-term trading opportunities. The strategy provides moderate budget certainty and moderate market opportunity during the trading window, 6 months of pricing and a reconciliation.
Energy is bought and sold prior to delivery via an automated algorithmic system designed to optimise trading opportunities in volatile markets. The strategy provides limited budget certainty and higher market opportunity during the trading window, 6 months of pricing and no reconciliation.
A dedicated Governance Panel operates to ensure we develop and execute appropriate buying and risk management strategies for the flexible procurement of our customers’ energy requirements. The Panel Membership reflects a cross-section of LASER customers, the LASER management team and an independent energy expert. On a quarterly basis discussions are held around compliance, risk, market conditions, purchasing performance and future purchasing recommendations. Learn more

There is also an option to run a mini-tender under the framework should you have specific requirements covered by the framework and we can help you with this.

Framework Scope
Our new metering framework has been developed specifically to support the on-going regulatory changes to Market Wide Half Hourly readings. Ensuring your organisation has a comprehensive and compliant route to procure a wide variety of metering services. From installation, maintenance to repair our framework enables you to secure services from fully vetted suppliers.
The framework has been procured in accordance with the Public Contracts Regulations of 2015, as amended (PCR2015). Kent County Council remains the Contracting Authority for all LASER contracts. This permits a public body to access LASER’s frameworks and services without the need to run a separate procurement process to do so.
